The US Personal Care Product Council (PCPC) held its first in-person event since its annual conference in March of 2020. Participants in this “Leadership Summit” were most appreciative of the opportunity to spend time “in-person” with colleagues after more than two years of virtual meetings, and the event offered plenty of opportunities to catch up on news and issues.

With spirits high, the conference heard from a variety of speakers and panelists including Washington insider Bruce Mehlman on trends in politics and public policy and how they can affect our industry; FDA Commissioner Dr. Robert Califf on what to expect in US regulation; and NPD’s Larissa Jensen on what to expect in global beauty trends. A panel discussion on the Biden administration’s trade agenda was of particular interest to Canada as the point was clearly made that we will need to continue our efforts to ensure the US government thinks about “North America” and not just “America” – a key point in maintaining our highly integrated industry.

In addition to the formal program, CA’s Darren Praznik and Beta Montemayor, along with Lorinda Loftenbrook from Estee Lauder, used the opportunity to meet with US and Mexican colleagues to secure their assistance in obtaining support from their respective trade departments to raise the duplicitous regulation of cosmetics by Environment Canada, which may be contrary to the Cosmetics Annex in the CUSMA trade agreement. This particular provision was secured through the united efforts of our three trade associations and prevents governments from having multiple authorities regulate cosmetics for the same issues – which is what Environment Canada now appears to be doing with health-related requirements for finished cosmetic products. Our industry’s efforts in the CUSMA negotiations may now provide us with a vehicle to push back on what is quickly becoming a parallel regulatory regime to Health Canada.
