Updated Cosmetic Notification Form & Guidance – Flexibility for Fragrance Allergen Concentration Reporting

SCCS Mandate on Hydroxycitronellal and Glyoxylic Acid

Following CA’s Notice to members on March 10, 2026, which outlined Health Canada’s more flexible approach for disclosing fragrance allergen concentrations on the Cosmetic Notification Form (CNF). Under these updated guidelines, companies are no longer required to provide specific concentration data for allergens present above 0.001% in leave-on products or 0.01 in rinse-off products. The only exception to this rule is when a fragrance allergen is subject to specific concentration-related conditions listed on the Cosmetic Ingredient Hotlist, in which case the exact concentration or range remains mandatory.

At the time of our notice to members on March 10, 2026 we had indicated that the CNF form has not been updated and amendments to the CNF to reflect fragrance allergens can be put on hold till the CNF is updated. Health Canada has now updated the CNF and the CNF Guide.

In the CNF, Health Canada has also modified Section 5 (Product Ingredients) of the CNF to streamline the reporting process. The previous “Fragrance Allergen” checkbox has been renamed to “Fragrance allergen present above the disclosure threshold.” When completing the form, manufacturers and importers must list each fragrance allergen on an individual ingredient line. The new checkbox should be selected whenever an allergen exceeds the concentration threshold of 0.001% for leave-on products or 0.01% for rinse-off products.
