Update on the Hazardous Products Regulations Amendments
On July 16, 2025, Cosmetics Alliance Canada – together with allied industry associations—submitted a request to Health Canada to extend the transition period for the amendments to the Hazardous Products Regulations (HPR), which have been in force since December 15, 2022. The current transition period ends on December 14, 2025. Industry requested that this deadline be extended to July 19, 2027, to align with the United States’ implementation timeline for mixtures.
This request reflects the highly integrated Canada–U.S. supply chain and supports the GHS implementation alignment goals established under the Regulatory Cooperation Council (RCC).
On July 24, 2025, Health Canada responded. While declining to formally extend the deadline, the Department acknowledged the importance of regulatory alignment and confirmed the following compliance approach:
- Until July 19, 2027: Health Canada will emphasize compliance promotion with regulated parties.
- From July 19, 2027, onward: Compliance and enforcement will follow the Department’s standard risk-based approach.
We hope this outcome provides some practical compliance relief for our members. If you have any questions regarding this update, please contact the CA Regulatory Team at regulatory@cosmeticsalliance.ca.
