On June 27, 2026, the Government of Canada published Ministerial Condition No. 22434 for castor oil, monomaleate (CAS RN 241153-84-4; INCI name: Castoryl Maleate) under the Canadian Environmental Protection Act, 1999 (CEPA).
The Ministerial Condition imposes restrictions on the manufacture, import and use of the substance to address identified concerns. This condition establishes concentration limits for the use of Castoryl Maleate of less than 2.5% by weight in a liquid body wash, shower gel, shampoo, conditioner, liquid hand soap, or toothpaste.
As with all Ministerial Conditions issued under the New Substances program, the requirements apply only to the original notifier and any person to whom the substance is transferred and who becomes subject to the conditions. The condition is therefore not broadly applicable to industry or to existing users of similar substances, but members should be aware that a risk management tool has been applied to the substance. Members considering notifications for this substance should expect similar restrictions.
If you have any questions or concerns regarding this or any other Ministerial condition you can submit them to the Substances Management Information Line at substances@ec.gc.ca or 1-800-567-1999 (within Canada) / 819-938-3232 (outside Canada). You can also contact your CA Regulatory Team at regulatory@cosmeticsalliance.ca for assistance with Ministerial conditions and their application.
