Cost-Benefit Analysis Survey for Reduction Red Tape for Natural Health Products

Posted Date: 14-July-2026

Health Canada is proposing amendments to the Natural Health Products Regulations (NHPR) with the goal of reducing regulatory burden for both industry and government while maintaining oversight that is proportionate to product risk and uncertainty.  The proposed changes include introducing a registration process for certain natural health products (NHPs), implementing flexible, risk-based safety monitoring for all NHPs, providing greater flexibility in labelling requirements, and streamlining pre-market authorization by shifting certain oversight activities to the post-market stage.

Cosmetics Alliance Canada will be responding to the survey in its capacity as an industry association and will address the questions directed specifically to associations.  We encourage all members to complete the survey and provide responses that accurately reflect the impacts on their individual businesses.

As part of the regulatory development process, Health Canada is required to conduct a cost-benefit analysis (CBA) for all new regulatory proposals.  The survey is intended to help the Department assess the potential positive and negative impacts of the proposed amendments on Canadian industry.  Members are encouraged to respond to all questions that are relevant to their business.  The information provided will inform Health Canada’s analysis and may help refine the proposal to reduce unnecessary costs while maintaining the intended policy objectives.
