The California legislature recently passed a Cruelty-Free Cosmetics Act which was signed into law by Governor Jerry Brown on September 28th. This legislation represented a significant and successful effort to resolve many of the technical issues that have been of concern to industry. Our colleagues at PCPC were actively involved in the process of developing the finalized bill and as such have given it their support. With the passage of the California legislation, CA had our legal counsel review the legislation which we believe addresses many of the issues that currently exist in Bill S-214 in Canada. The consensus achieved between stakeholders in California, including industry, provides a foundation on which to attempt to achieve similar changes to legislation in Canada that would allow for all stakeholders, including industry, to support.
At the time of writing, CA has undertaken several initiatives and discussions to further a similar resolution in Canada based on the California legislation. Bill S-214 has passed Third Reading in the Senate and now resides in the House of Commons where it will undergoe a similar three-reading process and be examined in Committee.
