Bill S-214 (Cruelty-Free Cosmetics) – CA Member Update

Posted Date: 28-May-2018

Bill S-214, An Act to amend the Food and Drugs Act (cruelty-free cosmetics) continues to move slowly in the Senate.  It is now in third reading and debate continues.

Please find attached an interesting speech given by Senator Lillian Eva Dyck, an independent senator and member of the Senate Liberal Caucus, who rose to speak as critic at third reading of the bill on May 22.  The Senator made many references to Cosmetics Alliance Canada’s Presentation previously made to the Senate Standing Committee.

While amendments are still possible, it is likely that the bill will be defeated.  If, however, the bill passes the Senate before the late June summer recess, the bill must then progress on to the House of Commons, which examines it in a similar three-reading process. This is a lengthy process with further opportunity for MP’s to amend the bill, defeat the bill, or introduce a new bill that works for all stakeholders including industry and Health Canada.
