FDA Issues Final Order Removing PABA and Trolamine Salicylate as Sunscreen Active Ingredients

On June 20, 2026, the Government of Canada published the Final Assessment of the Titanium-containing Substances Group under the Canadian Environmental Protection Act, 1999 (CEPA). The assessment covers 13 titanium-containing substances, including titanium dioxide, titanium tetrachloride, and several titanium alkoxides used in a wide range of industrial and consumer applications.

Following its review, the Government concluded that none of the 13 substances meet the criteria for a toxic substance under section 64 of CEPA. The assessment found that these substances are not entering the environment in quantities or under conditions that pose a risk to human health or the environment at current levels of exposure. As a result, no additional risk management measures have been proposed.

Please note that the assessment does not address nanoscale titanium dioxide (TiO₂ nano). Nanoscale materials, including TiO₂ nano, have been identified for further consideration under the Government of Canada’s Plan of Priorities and will be assessed separately through that process. CA Canada is already engaged with other stakeholders to collaborate on early engagement. If you have any questions or concerns regarding the current publication or TiO₂ nano, please reach out to your CA Regulatory Team at regulatory@cosmeticsalliance.ca.
