Environment and Climate Change Canada (ECCC) has issued a reminder that the Prohibition of Certain Toxic Substances Regulations, 2025 and amendments to the Export Control List will come into force on June 30, 2026. Replacing the 2012 framework, the updated regulations place stricter prohibitions on the manufacture, use, sale, and import of several toxic chemicals including PFOS, PFOA, LC-PFCAs, HBCD, and PBDEs while introducing new restrictions and time-limited exemptions for Dechlorane Plus (DP) and DBDPE. To assist the industry transition, ECCC will accept temporary one-year permit applications via its Regulatory Services Platform between July 1 and July 30, 2026, for activities where specific exemptions do not apply. Additionally, laboratories using any of the listed substances for research or analysis must report their planned use through the same platform, with DP and DBDPE now added to the reporting requirements. Finally, to ensure compliance with the international Rotterdam Convention, the export of these substances will be subject to strict regulatory controls, with export restrictions taking effect on June 30, 2026, for most listed chemicals, and on December 31, 2030, for DP.
