IFRA Information Letter n° 1223 – Publication of the IFRA-IOFI Labelling Manual 2025
The International Fragrance Association (IFRA) – International Organization of the Flavor Industry (IOFI) Globally Harmonized System of Classification and Labelling of Chemicals (GHS) Task Force has now finished its work of preparing the 2025 Labelling Manual, which is available below with the enclosed Information Letter n°1223.
The IFRA-IOFI Labelling Manual document is a single document consisting of an Explanatory Document , the Labelling Manual 2025, embedded as an Excel icon (before the Appendixes) and an Annex I with the “Terms and Conditions of Use of the IFRA-IOFI Labelling Manual”, also embedded as an icon.
Key highlights of the Manual:
- Important change regarding Att. II and Att. III on Natural Complex Substances (NCS)
The IFRA-IOFI GHS Task Force would like to inform users that during the preparation of the 2025 edition of the IFRA-IOFI LM several system bugs affecting the content of Attachments II and III for Natural Complex Substances were identified. Due to these technical issues, and in order to avoid introducing inconsistencies into the 2025 edition, it was agreed to maintain Attachments II and III unchanged compared to the 2024 edition.
Consequently, users may notice occasional discrepancies in the classification of certain NCS components between Attachments I and III. This reflects the fact that Attachment I incorporates updates made over the past year, while Attachment III remains unchanged due to the system bugs identified.
- New information in the Explanatory Document
In order to better understand the changes introduced by the LM 2025 the IFRA-IOFI GHS TF has added the following information to the Explanatory Document:
- Update on CMR substances
- ‘High impact’ changes list
- Deleted entries
- Added entries
- Re-wording of column header F to “Additional Identifier”

IFRA Information Letter n° 1224 – Galaxolide – ECHA RAC Opinion as Repr. 1B adopted
Following the ECHA Risk Assessment Committee (RAC) plenary meeting in December 2025, an official opinion has been adopted to classify Galaxolide (CAS 1222-05-5) as a Category 1B reproductive toxicant for developmental effects (H360D). While the RAC agreed that a classification for fertility effects was not warranted, they moved forward with the stricter 1B developmental classification despite extensive technical opposition from the IFRA Carcinogenic, Mutagenic, or Reprotoxic (CMR) and Endocrine Disruptor (ED) Task Force. IFRA maintains that existing data from previous reviews by the EU, ANSES, and the EPA consistently support a non-classification for both fertility and development. This opinion will now be finalized and transmitted to the European Commission, with further regulatory discussions scheduled for 2027.
IFRA Information Letter n° 1225 – EU Omnibus VIII on CMRs Regulation listing Hexyl Salicylate published
The EU Commission has officially published the Omnibus VIII Regulation (EU 2026/78), which implements the ban or restriction of Carcinogenic, Mutagenic, or Reprotoxic (CMR) substances listed in the 22nd Adaptation to Technical and Scientific Progress (ATP) to the Classification, Labelling, and Packaging (CLP) Regulation. Specifically, Hexyl Salicylate (CAS 6259-76-3) is now classified as Repr. 2 (H361d) and Skin Sens. 1 (H317). Under Article 15 of the Cosmetic Products Regulation, substances classified as CMR are prohibited unless an industry derogation is granted via a positive SCCS opinion. While an industry consortium has been working on a dossier to support its continued use, this new regulation updates Annex II and III of the CPR to reflect these changes. Both the 22nd ATP and the Omnibus VIII Regulation will be fully applicable starting May 1, 2026.
