On March 3, 2025 Environment and Climate Change Canada (ECCC) published an Order to amend the Domestic Substances List (DSL). The order applies Significant New Activity (SNAc) provisions of the Canadian Environmental Protection Act, 1999 (CEPA) to the substance phenol, dimethyl-, phosphate (3:1) (also known as trixylyl phosphate, CAS RN 25155-23-1). This substance is not listed in the INCI dictionary but the SNAc provisions call out consumer products and cosmetics, specifically. Members with interest in CAS RN 25155-23-1, should review the SNAc provisions.
