On 14 September 2025, the Scientific Committee on Consumer Safety (SCCS) was mandated to review the safety of titanium dioxide, both nano and non-nano in cosmetic products.
This review of the safety of titanium dioxide in cosmetics comes as a consequence of the European Food Safety Authority (EFSA) opinion on the safety of titanium dioxide (E171) as a food additive. Following this, the SCCS already reviewed previous opinions and safety dossiers on this ingredient, flagging some concerns. With this mandate, the SCCS is now reviewing an updated industry dossier to address the SCCS’ concerns.
In this mandate, the SCCS is requested to assess the safety of titanium dioxide in oral cosmetic products under the conditions of use reported in the dossier submitted. The SCCS shall also flag any further scientific concerns regarding the use of titanium dioxide in cosmetic products taking into account the newly submitted dossier.
The SCCS has got 12 months to publish an opinion.
