Final SCCS Opinion on Butylparaben (Children’s Exposure)ision Added For AEEP (CASRN 111-41-1)

On February 5, 2025, ECCC announced a new publication under the CMP for the Internationally Classified Substance Grouping, specifically, Aminoethylethanolamine (AEEP).

The Order Amends the DSL by adding a Significant New Activity (SNAc) provison to CAS RN 111-41-1. It will now appear on the DSL as 111-41-1S’. The SNAc provisions require the submission of data when this substance is used or imported in cosmetics at a concentration greater than 0.1% and/or a total import volume exceeding 10-kg/year. There are also provisions for other consumer products.

This CAS RN appears in the INCI dictionary as a reference substance. It is not identified as a cosmetic ingredient. Given that AEEP is used in the manufacture of industrial chemicals such as chelating agents and surfactants, it is a good idea for members to check their raw materials for any concentration of AEEP greater than 0.1%. At this time, the CA Reg Team does not anticipate the need to solicit member feedback for comments, but if you have any concerns please reach out to the team at regulatory@cosmeticsalliance.ca. Assistance is also available from the Substances Management Information Line at substances@ec.gc.ca.
