Open Consultation on Proposed Changes to the Contraventions Regulations

Environment and Climate Change Canada (ECCC) has opened a short consultation window on proposed amendments to the Contraventions Regulations that would expand the range of Canadian Environmental Protection Act (CEPA) offences eligible for enforcement through Canada’s federal ticketing system. The proposed changes are primarily administrative in nature and focus on reporting, notification, and record-keeping requirements. No new compliance obligations or increases to CEPA fine amounts are being proposed.

The consultation is expected to have limited member impact but does reflect ECCC’s ongoing efforts to strengthen enforcement tools for administrative non-compliance under CEPA. Comments are due by June 10, 2026. Interested members are invited to submit comments by email to dgalconsultations-ebconsultations@ec.gc.ca. If you have any questions or concerns regarding the proposal, please reach out to your CA Regulatory Team at regulatory@cosmeticsalliance.ca.
