The IFRA CMR & ED Working Group reviewed available data on Diphenyl Phenyl Oxide (DPO), including information from European Chemicals Agency (ECHA) and the Lead Registrant (LR). Despite not seeing the full studies, they found no reason to disagree with the LR’s self-classification of DPO as toxic for Reproduction Category 1B (Repr. 1B).
IFRA is sharing this information for member consultation until August 31, 2025, and will consider any new toxicological data received. If no conflicting information arises, this classification will be finalized and included in the IFRA/International Organization of the Flavour Industry (IOFI) Labelling Manual 2025, due in January 2026.
It’s important to note that this is a self-classification and doesn’t directly change regulations. The safe use of DPO remains the same based on the existing Research Institute of Fragrance Materials (RIFM) Safety Assessment, as the No Observed Adverse Effect Levels used by the LR match those in RIFM’s risk assessment.
