DEL Bulletin LEPP No.195 : Addressing Potential Drug Supply and Shipping Issues During the Conflict in the Middle East

Environment and Climate Change Canada (ECCC) and Health Canada have published an Order Amending Schedule 3 to the Canadian Environmental Protection Act, 1999, updating the Export Control List to reflect changes in domestic controls and international obligations.

Under the amended Schedule 3, the following substances are now listed as subject to export control:

  • Perfluorooctanoic acid (PFOA), its salts and precursors
  • Long-chain (C9–C21) perfluorocarboxylic acids (LC‑PFCAs), their salts and precursors
  • Hexabromocyclododecane (HBCD)
  • Polybrominated diphenyl ethers (PBDEs)
  • Dechlorane Plus (DP)
  • Ferbam

These amendments ensure that export controls for these substances remain consistent with Canada’s obligations under the Rotterdam Convention and aligned with domestic risk management measures restricting their use. Exporters of Schedule 3 substances should review the updated list and ensure that their notification, consent, and internal compliance procedures are up to date.

Members who have questions or concerns regarding the updated Export Control List or implications for their operations are encouraged to contact the department at sec-ecs@ec.gc.ca or reach out to the CA Regulatory Team at regulatory@cosmticsalliance.ca.
