Notice of Intent to amend the Domestic Substances List – “P” Flag

A Notice of intent to amend the Domestic Substances List, adding the letter “P” to the identifiers of 220 reduced regulatory requirement polymers was published in the Canada Gazette, Part I, on February 14, 2026.

This amendment is to add the “P” designation to 220 Reduced Regulatory Requirement (RRR) polymers that were added to the DSL before the “P” designation was used, in 2003.

The purpose of the “P” designation is to advise that the polymer was notified and assessed as an RRR polymer.  Any other versions of the polymer are not considered on the DSL and are fully subject to the New Substance Notification regulations.

CA recommends that members review the list for any substances they may import and verify their molecular weights meet the RRR polymer definition.

Comments can be submitted within 120 days of publication using the online reporting system available through Environment Canada and Climate Change Canada’s Single Window or by email to substances@ec.gc.ca. Comments will be taken into consideration during the development of the final Order.
