SCCS Mandate on Hydroxycitronellal and Glyoxylic Acid

The Cosmetic Notification Form (CNF) was recently updated on October 6, 2025, introducing several key changes to streamline the notification process and prepare for upcoming regulatory requirements. In Section 4 (Manufacturing, Importing, Label and Other Contact), users can now efficiently prepopulate contact fields using previously entered details via a “Select Contact” and drop-down menu feature.

Within Section 5 (Ingredients), the field for alternative ingredient names was renamed to “If no INCI name is available, the Chemical Name,” clarifying the requirement that the INCI name is mandatory unless unavailable, per the Cosmetic Regulations. Additionally, a new “Fragrance Allergen” checkbox has been added, which notifiers are encouraged to start using to indicate the presence of a fragrance allergen above the disclosure threshold.

Finally, the form will now display an error message if required labels are not provided for products containing certain ingredients that present an avoidable hazard (e.g., hair dyes with p-Phenylenediamine), with labels to be uploaded in Section 6.

The Guide for Cosmetic Notifications has been revised to reflect these changes.
