Following a July 2023 Notice of Intent, Health Canada published an Information Bulletin to inform stakeholders of a planned consultation approach regarding potential new health and safety requirements for consumer chemical products under the Canada Consumer Product Safety Act. The Information Bulletin set out a proposed path forward for introducing new requirements for certain human health hazards of concern (HHOCs), while continuing to address acute human health and physical hazards. This approach relied heavily on GHS type labelling approaches, which are designed for the workplace and are hazard not risk based.
On September 2, 2025, CAC and other stakeholders were advised that Health Canada has opted to delay this consultation.
This follows the efforts of multiple industry associations requesting a more robust consultation process with more thought given to the effectiveness of the current risk-based approach as well as the current economic and supply chain pressures that are impacting all Canadians, at this time.
No date has been reset for consultations to resume, but questions can be addressed to ccpsa-lcspc@hc-sc.gc.ca
The CAC Regulatory Team will monitor any further notifications. If you have any questions regarding this update, please contact us at regulatory@cosmeticsalliance.ca.
