Health Canada’s Regulatory Initiative To Address Human Health Hazards Of Concern In Consumer Chemical Products

ECCC Introduces the Proposed CUTS Transaction Summary

The existing Consumer Chemicals and Containers Regulations, 2001 (CCCR, 2001) primarily address acute health and physical hazards. However, they do not adequately address certain “human health hazards of concern” (HHHOCs), such as carcinogens, mutagens, and reproductive toxicants.

Health Canada proposes adopting a risk-based framework aligned with the United Nations’ Globally Harmonized System of Classification and Labelling of Chemicals (GHS). This new approach aims to comprehensively address both acute and HHHOCs, as well as physical hazards, in consumer chemical products. However, Health Canada is concerned that the current regulations do not adequately address certain “human health hazards of concern” (HHHOCs), such as carcinogens, mutagens, and reproductive toxicants.

To gather stakeholder feedback, Health Canada has made available:

• A pre-recorded webinar explaining the proposed path forward.
• A virtual Questions & Answers (Q&A) platform through Slido.

Stakeholders are encouraged to Watch the webinar. Submit questions and comments via Slido (using event codes 3574731 for English and 9594347 for French) or via email to ccpsa-lcspc@hc-sc.gc.ca.
