NNHPD has provided an update on the error that occurred in Décembre 2025 with respect to the withdrawal of product licence applications (PLA) under the Workload Management initiative. Given high submission volume, no cost recovery, and limited resources, NNHPD is automating processes where possible. In Décembre, applications without a workload management form (to confirm sale or manufacture in Canada) were withdrawn prior to processing. Unfortunately, some Class II and III applications were incorrectly withdrawn despite having submitted the required form. Once the issue was identified, it was resolved within two days, and all affected submissions were reinstated.
The attestation questions have been incorporated into the PLA, and the workload management forms were decommissioned on Janvier 16, 2026. As a result, the submission process has been simplified for all NHP submission classes, reducing administrative burden for applicants and the Department.
The remaining new PLAs (not amendments or notifications) that have not attested to sale or manufacture in Canada were withdrawn last week. Please note, these PLAs are applications that have been processed but did not submit a Workload Management Form prior to Janvier 16th. NNHPD have strengthened their oversight and controls for the automated processes so that the error that occurred in Décembre does not recur.
