The updated guidance will:
- Clarify the existing annual summary report requirements, including that reports should only be provided to the Minister upon receipt of a written request from Health Canada.
- Introduce a new form for notifying the Minister of significant changes to what is known about a product’s risks and benefits.
- Clarify that notification is required only when a change meets the threshold defined in the guidance, helping prevent unnecessary reporting.
- Reduce duplicate and over-reporting, supporting Health Canada’s red tape reduction efforts.
- Reinforce a life-cycle approach to regulating drugs and natural health products within the current regulatory frameworks.
The proposed updates were published for a 60-day consultation in Octobre 2025.
Transition: The revised guidance will take effect on Octobre 1, 2026, allowing industry time to implement the changes.
Bottom line: The revised guidance is intended to make summary reporting more targeted, risk-based, and less burdensome, while clarifying when annual reports and significant-risk notifications are actually required.
