IFRA has finalized its decision to classify Diphenyl Oxide (DPO) as a Category 1B reproductive toxicant. This classification is based on data from the ECHA (European Chemicals Agency) and the Lead Registra IFRA previously announced its intent to classify DPO as a reproductive toxicant and sought additional data to challenge this conclusion. Since no new information was submitted, the classification is now considered final. DPO will be listed as Repr. 1B in the IFRA/IOFI Labelling Manual 2025, which is scheduled for publication in Janvier 2026.
This is a self-classification, which means it has no immediate regulatory impact on the use of DPO. Its safe use remains unchanged, as the No Observed Adverse Effect Levels (NOAEL) used in the RIFM (Research Institute for Fragrance Materials) safety assessment are the same as those from the Lead Registrant’s tests.
