ICL Prioritization Work Continues

As noted in our Août Member Alert, the Government of Canada is continuing its work to add eligible substances from the Revised In Commerce List (R-ICL) to the Domestic Substances List (DSL). The first batch of 656 R-ICL substances was added to the DSL on Août 12, 2026. Substances added to the DSL are removed from the R-ICL and although not subject to the New Substances Notification Regulations (NSNR), they may be considered under other existing substances initiatives.

The Government intends to continue adding eligible R-ICL substances to the DSL in phases and is seeking stakeholder input to help prioritize the remaining R-ICL substances for future additions.

CA Canada and other industry associations are expected to provide input into this prioritization process this fall. We will be working with our technical committees to review the remaining R-ICL substances and develop input for the prioritization process. To support this work, we are providing members with an INCI cross-reference to the R-ICL Tracking Table prepared by our colleagues at the Personal Care Products Council (PCPC). FDA frequency numbers are included and based on Voluntary Cosmetic Registration Program (VCRPA) data; this can be useful for prioritization as it indicates use in the market but may not be exhaustive.

Members are encouraged to use the cross-reference to:

  • identify R-ICL substances relevant to their products or portfolios;
  • consider which substances may be appropriate for prioritization for addition to the DSL; and
  • provide CA Canada with any information or they would like us to consider

Please note: The PCPC INCI cross-reference is provided as a tool to support member review and is not a regulatory or compliance list. Members should verify the identity and status of individual substances, including by checking the applicable CAS number.

While this work will be supported through the CA Canada technical committees, all members are welcome to provide input. Members who identify substances of particular interest are encouraged to share their input with the CA Regulatory Team.

We will consolidate member input to help inform our engagement with Health Canada and Environment and Climate Change Canada and will keep members informed as the prioritization process progresses.
