The revised guidance will:
- Clarify notification requirements and update the notification forms.
- Reduce duplicate and unnecessary reporting by clarifying when notifications are required.
- Reduce the reporting burden by cutting the number of foreign regulatory authorities covered by the requirements by more than half.
- Support a life-cycle approach to drug regulation within the existing regulatory framework.
The changes follow a 60-day consultation held in Septembre 2025.
Transition: The revised guidance will take effect on Octobre 1, 2026, allowing industry time to implement the changes. No further formal consultations are planned, but Health Canada welcomes feedback for future updates to the guidance and regulations.
Bottom line: The revision is intended to make foreign-action reporting clearer, more targeted, and less burdensome, while maintaining Health Canada’s oversight of drug safety and regulatory changes.
